Wisconsin 2022 General Election Reporting Unit Level Boundaries and Results ## RDH Date Retrieval 11/07/2023 ## Sources The RDH retrieved 2022 general election reporting unit level results from the Wisconsin Election Commission (https://elections.wi.gov/elections/election-results) Reporting units were made by the RDH using 2022 wards retrieved from the Wisconsin Election Commission upon request. Please see "Additional Notes" below for more information ## Notes on Field Names (adapted from VEST): Columns reporting votes generally follow the pattern: One example is: G16PREDCLI The first character is G for a general election, P for a primary, S for a special, and R for a runoff. Characters 2 and 3 are the year of the election.* Characters 4-6 represent the office type (see list below). Character 7 represents the party of the candidate (see list below). Characters 8-10 are the first three letters of the candidate's last name. *To fit within the GIS 10 character limit for field names, the naming convention is slightly different for the State Legislature and US House of Representatives. All fields are listed below with definitions. Each ward boundary was then assigned a reporting unit label and the geometries were dissolved based on reporting units. All of the election results were joined into one dataframe which was then joined with the geodataframe based on the original wards dissolved into reporting units. The election columns were renamed to match the format listed above. ## Additional Notes On wards/reporting units: Wisconsin reports votes at the "Reporting Unit" level. Reporting Units are made up of collections of redistricting wards. From the Wisconsin Election commission website, "Wards are the building blocks from which congressional, state senate, assembly, county supervisory and aldermanic districts are created. All territory, even if unpopulated, must be contained in a ward... Election results are reported by “reporting units.” A reporting unit may be one ward or a group of wards combined by resolution of the governing body" (https://elections.wi.gov/wards-districts-and-reporting-units) On ward boundaries: Wisconsin releases official ward boundary files in July and January of every year to reflect all updates and ordinances that have occurred since the prior release. As a result, the ward boundaries in the official files do not necessarily reflect the boundaries that were in place for any given election. Wisconsin's official July 2022 file is available from the [LTSBE](https://data-ltsb.opendata.arcgis.com/datasets/LTSB::wisconsin-redistricting-wards-2022/explore), and ward boundary changes are tracked by the Municipal Boundary Review team on the state's [ordinances page](https://mds.wi.gov/View/Ordinances). Because of the boundary changes that occurred between July 2022 and November 2022, the RDH requested a file that would more accurately reflect the boundaries that were in place at the time of the election from the Wisconsin Election Commission. The Wisconsin Election Commission provided an *unofficial* file reflecting the boundaries in place in October 2022. When comparing aggregated wards from the ward boundary file to the ward aggregates listed as reporting units from the election result files there was almost a complete match. The reporting units of note/changes were as follows: The City of Kenosha ward #65 from the source shapefile was an update after the November 2022 election, so this shape was reverted to Town of Somers wards 2-3 to match the election results. The Town of Harrison, ward #1 within Calumet county from the source shapefile is a unique instance of unclaimed land with no town government, no population and therefore no election results. The ward was included with no district assignments and no votes allocated. The City of EAU CLAIRE ward 73 within the county of Eau Claire had no population and was added to the source shapefile for the city without a map as of October 2022. On validation: Files were checked against the original 2022 Election Results files. Results matched exactly in all counties in all files. Districts for CON, SLDL, SLDU were assigned based on the election result files. SLDU elections were not held everywhere. Reporting units without assignments are marked "no assignment".
