## Processing Steps
Download Census national block-assignment file for CD118 on 2020 blocks: 'National_CD118.txt'.
Filter down to 50 states.
Clean names for BAF (remove leading zeroes, swap '00' districts to 'AT-LARGE', 'ZZ' to 'NO VALUE').

Download Census CD118 shapefiles state-by-state via FTP.
Concatenate shapefiles together into one national file.
Clean names for BAF (remove leading zeroes, swap '00' districts to 'AT-LARGE').
Filter out 'ZZ' areas so that the total number of districts is 435.
To create file with cartographic boundaries, clipped boundary shapefile by a dissolved cartographic CD116 file.
