Filter files to just GEOCODE (renamed to GEOID20) and CD116 to create BAF. Since North Carolina had congressional redistricting between the 116th and 117th Congress, new block assignments need to be made. To do this, we used the maup library to spatially assign 2020 blocks to the new districts. Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE', 'ZZ' to 'NO VALUE'). Download Census CD116 shapefile from the U.S. Census (tl_2018_us_cd116.zip). Filter down to the 50 states. Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE'). The shapes for North Carolina were replaced with the districts passed in 2018. Filter out 'ZZ' areas so that the total number of districts is 435. Cartographic file is downloaded from the U.S. Census (cb_2018_us_cd116_500k.zip). Filter down to the 50 states.
