## Processing Steps
For the 2010 BAF, download Census national block-assignment file for CD116 on 2010 blocks: 'National_CD116.txt'.
Filter down to the 50 states.
Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE', 'ZZ' to 'NO VALUE').

For the 2020 BAF, download Census PL 94-171 processed data from the RDH. 
Filter files to just GEOCODE (renamed to GEOID20) and CD116 to create BAF. 
Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE', 'ZZ' to 'NO VALUE').

Download Census CD116 shapefile from the U.S. Census (tl_2018_us_cd116.zip).
Filter down to the 50 states.
Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE').
Filter out 'ZZ' areas so that the total number of districts is 435.

Cartographic file is downloaded from the U.S. Census (cb_2018_us_cd116_500k.zip).
Filter down to the 50 states.
Clean names for BAF (remove leading zeros, swap '00' districts to 'AT-LARGE').
