The RDH retrieved the VEST 2020 general / special / runoff / recount precinct boundary and election results shapefile from [VEST's Harvard Dataverse](https://dataverse.harvard.edu/file.xhtml?fileId=4863164&version=35.0)
The RDH retrieved raw 2020 general / special / runoff / recount election results from Election results from the Georgia Secretary of State Elections Division (https://results.enr.clarityelections.com/GA/) and precinct shapefiles from VEST's Georgia 2020 file for all counties but Bibb County, where a shapefile from their GIS office is used (https://www.arcgis.com/home/item.html?id=a7f37f9db50d4948b147144e4ac46f6b).

## Notes on Field Names (adapted from VEST):
Columns reporting votes generally follow the pattern: 
One example is:
G16PREDCLI
The first character is G for a general election, P for a primary, S for a special, and R for a runoff.
Characters 2 and 3 are the year of the election.
Characters 4-6 represent the office type (see list below).
Character 7 represents the party of the candidate.
Characters 8-10 are the first three letters of the candidate's last name.

To fit within the GIS 10 character limit for field names, the naming convention is slightly different for the State Legislature and 
US House of Representatives. All fields are listed below with definitions.

## Processing Steps
    
The RDH joined additional election results to VEST's existing precinct shapefile, including President, President Recount, U.S. Senate General, U.S. Senate Special General, U.S. Senate Runoff, U.S. Senate Special Runoff, Public Service Commission, Public Service Commission Runoff, State Amendments, State Referendum, U.S. House, State House, State Senate, State Senate District 39 - Special Democratic Primary using Python.

## Additional Notes

For Bibb County, all files use a precinct shapefile sourced from the county itself, rather than VEST's file, which sources Bibb County from the Georgia General Assembly Reapportionment Office. We decided to use this alternative source after analyzing the location of state house votes in certain precincts and noticing that they were appearing in areas that did not intersect with the correct state house districts.

In all four files, the precinct split that VEST performed for Northgate Assembly/Trinity in Lowndes County is undone. While we were able to confirm that there was a precinct split for these elections, the exact split that VEST performed did not line up well with where congressional votes were occurring. This discrepancy is most likely not due to an issue in VEST's split, but rather that voters could return their ballots to either precinct, which lead to ballots for congressional candidates appearing in a precinct outside of that districts boundaries. To correct this in the congressional file, the precinct is combined and then split by congressional district to more accurately reflect the location of voters.

As all four files contain these modifications, we create a modified version of VEST's file in the ga_gen_20_st_prec notebook. This file is then loaded in by the other notebooks.

We also downloaded county-level results from the GA SOS website and used these results to compare against the county-level and state-level totals of the columns we've added. Any differences from these results in our totals will be mentioned below.

For the Congressional, state lower and state upper files, our assigned districts are compared against the official maps. The differences are plotted in the various notebooks. Because we do not split precincts by district when no votes occur, we do not expect the assignments to match exactly, but they should be very close.

The largest of these differences is 236 votes for GSL018RSMI. These differences come from precincts recording votes for state senate candidates whose districts they do not intersect with. There are vote differences in the following races: 'GSU01RWAT', 'GSU07RHAR', 'GSU14DJOH', 'GSU14RTHO', 'GSU19RTIL', 'GSU25DBRI', 'GSU25RJON', 'GSU26DLUC', 'GSU28RBRA', 'GSU52DDEY', 'GSU52RHUF', 'GSU54RPAY'. The largest of these differences is 151 votes for GSU14RTHO. These differences come from precincts recording votes for state senate candidates whose districts they do not intersect with. Since we do not know where within the districts these votes come from, they are dropped. Please see the notebook for more information.

The Amendment and Referendum data columns match official totals at the state and county levels. Given that we used the state precinct-level data to construct these column, we could not compare against the state's precinct-level data. From our PDV work, we know the other data columns, which are carried over from VEST's file, match official totals at the state, county, and precinct level.

Column totals match at the statewide and countywide levels match in all cases, except for 1 vote in Pickens County in the 'GCON14RGRE' column. We dropped this vote from the election results as it was recorded in a precinct outside of the 14th congressional district and we did not know where to assign it.
